New fund to power further investment in offshore wind sector

A £35 million fund to support the manufacture of next-generation offshore wind technology in Scotland was unveiled by First Minister Alex Salmond today at the start of an international conference exploring the financing of renewable energy and other low carbon developments.

Building on recent success in attracting world-leading turbine manufacturers to locate R&D bases in Scotland, the £35 million POWERS fund aims to leverage up to a further £80 million of private investment and bring the production of full-scale prototypes to Scottish sites.

POWERS will be managed and administered by Scottish Enterprise, in partnership with the Scottish Government and Highlands and Islands Enterprise.

The fund comes at a defining moment in the offshore wind industry’s evolution with global developers and investors currently considering investment locations across Europe to establish manufacturing operations and construction expected to commence by 2014.

With more than 7,000 wind turbines planned for UK waters and over £100bn to be invested in the next decade, securing turbine manufacturing is seen as a critical step in achieving Scotland’s low carbon economic growth ambitions.

Mr Salmond was addressing delegates at the second Scottish Low Carbon Investment Conference in Edinburgh.

He said:

“Last year’s conference gave a clear focus on what was needed to provide optimum investment conditions for low carbon energy – from ensuring we brought offshore oil & gas expertise together with the renewables industry, to providing the right support to bring research and development to Scotland. We listened, we acted and in 12 months we have achieved much. But there is more to do. The last year has demonstrated the appetite of the Scottish Government and private sector to work together to invest in this exciting new industry.

“As developers and investors look across this global market for certainty and for leadership from government, they can look to Scotland to provide those things. We are determined to remain among the most attractive locations for manufacturing, including the prototype testing that follows the R&D phase. That is why I am announcing a new £35 million fund to support production of full-scale prototypes of the next-generation offshore wind turbines that will power the renewables revolution, deliver our 2020 vision and reindustrialise Scotland.”

Background

The POWERS (Prototype Offshore Wind Energy Renewables Support) development fund will be open for applications from September 2011 and will remain open until March 2013.

The fund is a highly targeted inward investment intervention directed specifically and solely at Offshore Wind turbine manufacturers. Interested Turbine Manufacturers are invited to submit an early Expression of Interest (insert URL to SE.com)

The fund will be administered by Scottish Enterprise and will form a key component of the integrated suite of support available to inward investors currently looking to establish their manufacturing base in Scotland. It will complement the National Renewables Infrastructure Fund which focuses on strengthening Scotland’s port facilities for the renewables sector and was launched following last year’s SLCI conference. Scottish Enterprise is currently reaching the final stages of bringing forward a number of National Renewables Infrastructure Fund proposals for its board to consider.

Scotland has some of the greatest renewable resources in Europe, with as much as a quarter of the continent's offshore wind and tidal energy potential and an estimated 10 per cent of its wave power capacity.

Harnessing just a third of Scotland’s estimated 206GW offshore renewables resource, could enable Scotland to meet its own domestic electricity needs seven times over by 2050.

There are currently 7 GW of renewables capacity installed, under construction or consented around Scotland..

The offshore wind sector in Scotland could create up to 28,000 direct jobs and support 20,000 indirect jobs by 2020, according to an independent research report by IPA Energy and Water economics, published by Scottish Renewables in 2010.

In the last year, world-leading power system manufacturers Mitsubishi, Gamesa and Doosan have all announced plans to develop next generation offshore wind turbine technology in Scotland.
